TN: Guidelines ignored in rush to shut borewells

The death of two-year-old B Sujith Wilson after falling into an abandoned borewell near Trichy has triggered a mad rush across the state to close abandoned borewells or convert them into rainwater harvesting systems. However, people have been using different ways to close borewells with even district machineries clueless on the right procedure to follow.
