Chennai got 150 days’ water. Did it go waste?

If the entire Chennai Metropolitan Area, measuring about 1,189 sq km, had efficient rain water harvesting structures, the city could have perhaps tapped 9.5 tmcft of rain water since June 1. Theoretically speaking, even at 60% efficiency and realisation, it should have been sufficient to supply drinking water to the whole city for 150 days.
