In a setback to local administration minister S P Velumani, the Madras high court has said it would decide if there is a need to order a fresh preliminary inquiry by an independent agency into the graft complaints filed by Arrapor Iyakkam and the DMK against him, in relation to allotting tenders of Chennai and Coimbatore corporations.
