24 lakh broke traffic rules in Chennai last year, paid Rs 27 crore in fines

Arumugam was heading for trouble on Sunday night when a traffic constable intercepted his speeding bike at CIT Nagar. The biker was riding down the wrong side and had failed to notice a truck parked along the footpath.
