After 3-year delay, Tamil Nadu civic polls likely in November-December

After a delay of three years, civic polls in Tamil Nadu are likely to be held in two or three phases in November-December, sources told TOI. The ruling AIADMK and opposition DMK have blamed each other for the prolonged delay in holding the elections scheduled in October 2016.
