'Why do you punish states with fewer MPs for reducing popn?'

A bench of the Madras high court has questioned the rationale of states like Tamil Nadu being punished with reduction of Parliament seats for successfully implementing population control measures and asked whether they could be compensated monetarily for losing out on Parliament members.
